Summary0001607: Rotating subsystems do not rotate for clients
DescriptionHost sees them rotate just fine, but clients do not. However, clients can still get killed by a rotating subsystem hitting them and never know what happened - Seen this more than a few times in the 'Into the Lions Den' MP conversion when people stray near the comm nodes.

Replicating: Play Into the Lions Den (m-itld.fs2, it's in the mission pack) as a client and fly near a comm node to see it. Not too near though...

Adding a fix to the multi bump (that will be temporary until Goober upgrades the animation code, at which point I'll re-evaluate what needs to be sent. Hopefully just the same things!)

It's only partial for now because Dumb rotate should be handled more elegantly (send rotational velocity and position periodically instead of sending position with every oo_packet).
