The models shown in the hud target box are LOD1 and most of the new hi-poly models just use the original Volition model as LOD1 and make the new hi-poly version be LOD0. The problem models just need to properly UV map the LOD0 textures onto the other LODs and that should fix it (and save on memory usage). This is known but it's neither a code bug nor a MediaVP bug per-say. It's up to the individual modelers/mappers to fix and then the updated models can be folded back into the MediaVPs.

I'll leave it to WMCoolmon to decide if he wants to keep this bug report around though. Maybe it can remind him to start asking about updated models, otherwise this really just needs to be closed.

I wasn't really aware that it was a problem - should the original models & maps be scrapped entirely in favor of the new stuff?

It's really just the new models that need fixing. Some of the newest ones are correct and follow the basic efficient-model guidelines. Some of them are ok as far as modeling goes but don't have the mapping done properly, a very good example of this is the Herc2 model. Some old ones have mapping issues only because the LOD0 texture was changed to either look a bit different or just have greater detail and this leaves the LOD1 textures looking too different (perfect example being the Dragon).

Some of the models just plain need to be fixed (LOD1 of the Orion model has some errors), others only need some mapping fixes. I know that there is a new Dragon in the works so hopefully it will have the mapping done properly.

The problem isn't really the original models and maps but instead the rather half-assed upgrade that some of them have gotten to go hi-poly or just have higher detail textures. Other than the hi-poly Herc2 (which looks noticibly different from LOD0 to LOD1) just some of the original models which only have Lighspeed's texture upgrade are showing the problem in a bad way. Lightspeed isn't around to finish the texture upgrade, but most or all of the problem models are either getting hi-poly versions or the issues are known to the original maker (I think they all know anyway).

Can this be closed?

Yes, I thought WMC would have done it by now. This is just something that we'll have to wait on and isn't easily fixed. We either need new models, or fixed versions of old models.
