Summary0001622: Loadout screen allows invalid weapons to be placed on ships before lock
DescriptionHost can place weapons on a ship that are not valid for that ship before lock is enabled. This doesn't really hurt anything since as soon as lock is enabled a message pops up about the invalid weapons and resets the loadout. It's just an annoyance if you go through and loadout all the AI ships then hit the lock since you have to redo them again.

Have you tried this recently? I can not duplicate this issue. (Playing as host in a game by myself)

Looks like this is working. I get the invalid weapon message as soon as I try to drag it off the available weapons stack. Close away.
