0002577: scramble-messages carries over from mission to mission

Backport: Trunk 8295; tie scramble-messages and unscramble-messages into the communications subsystem status so that they will affect all aspects of communications in a consistent way (squadmsg menu, dashed text, etc.)also make hud_communications_state() be a pure function, i.e. one without side effectsalso fixes Mantis 0002577
