tidied up game_init() a bit.. took out a bunch of unneeded ifdefs like E3_BUILD
Added option to access OpenGL from the registry keys. searches for "OpenGL-"
whoever is in charge of the launcher might want to know this.

added set-scanned and set-unscanned sexps

PLEASE NOTE: These sexps will cause cargo-known-delay and cap-subsys-cargo-known-delay to not work correctly if set-scanned and set-unscanned are used more than once. I'll fix this later.

fix to Show_framerate. seems it will call an unresolved external error during fred builds. modified my ifndefs a bit, dsw modified to include preprocessor tag FRED.
